Why the number changes
- A 365-day year has 52 weeks and 1 extra day, and a leap year has 2 extra days. Whether the extra days are weekdays decides if the year has 260, 261 or 262 weekdays.
- A federal holiday on a weekend is observed on the nearest weekday, so it still removes a working day. Usually 11 holidays are observed in a year.
- When New Year's Day falls on a Saturday it is observed on December 31 of the year before. That year then has 12 observed holidays, and the next one has 10.
